TekH d8ed06fdb6 feat(RemoveAnnotationHandler): add RemoveAnnotationHandler to handle signature removal notifications 
- Implements INotificationHandler<RemoveSignatureNotification>
- Deletes Annotation entities matching the Envelope UUID from the repository
- Uses IRepository<Annotation> for data access
