- Introduced AnnotationCreateDto for creation-specific properties
- AnnotationDto now inherits from AnnotationCreateDto and includes Id, AddedWhen, ChangedWhen, and ChangedWho
- Added Type property to AnnotationCreateDto
 - remove CreateAnnotationCommand
