zu einem ImmutableDictionary<string, string> geändert, und _placeholders wird nun bei der Dienstkonstruktion als neues Wörterbuch instanziiert.

This commit introduces the `InitialCreate` migration class, establishing the initial database schema with multiple tables including `TBDD_CLIENT_USER`, `TBDD_GROUPS`, `TBDD_MODULES`, and `TBDD_USER`.
