Update ResourceManager references in translation functions

Updated the `TranslateCertificationType` and `TranslateFinalEmailType` functions to use the `ResourceManager` from the `CommonServices.My.Resources.Model` namespace instead of the `Resources.Model` namespace for consistency and improved resource management.
