Replaced Azure Blob Storage and Storage Queue with local temp folders and an in-memory queue for file storage and async processing. Updated `IFileStorage` and `IJobQueue` interfaces to support the new architecture. Modified `TenantSettings` and `ApplyStampHandler` to use local file paths. Updated `JobProcessorService` to handle in-memory queue jobs. Added file cleanup policies to `LocalFileStorage`.
