Neues Formular für App-Service-Monitor hinzugefügt

Ein neues Formular `frmAdmin_AppserviceTest` wurde hinzugefügt, das als Monitor für den EDMI-App-Service dient. Es ermöglicht die Überprüfung des Service-Status, das Starten/Stoppen von Lasttests und die Protokollierung von Verbindungs- und Datenbankoperationen.

Weitere Änderungen:
- Sichtbarkeitslogik für `bbtnitm_Appservice` in `frmMain` implementiert.
- Logging-Schwellenwerte in `frmMain` angepasst (5000ms/5500ms).
- Datenbankabfragen in `frmValidator` optimiert und Debug-Logs hinzugefügt.
- Ressourcen-Referenzen in mehreren UI-Komponenten entfernt oder optimiert.
- Projektdatei `taskFLOW.vbproj` aktualisiert, um neue Ressourcen und Abhängigkeiten einzubinden.
