Updated `EnvelopeGenerator.Service.csproj` to target a single framework (`net4.6.2`) by replacing `<TargetFrameworks>` with `<TargetFramework>`.

Added `DefaultProfile.pubxml` to define a publish profile with settings for release configuration, platform, and file system-based publishing.
