TekH dda5ff28e1 Update build package paths to include PreRelease folder ...

Updated the `DesktopBuildPackageLocation` property in
`IISProfileNet8.pubxml` and `IISProfile.pubxml` to store
build packages in the `PreRelease` directory.

- Updated `EnvelopeGenerator.API.zip` and `EnvelopeGenerator.Server.zip` paths in `IISProfileNet8.pubxml`.
- Updated `EnvelopeGenerator.ReceiverUI.zip` path in `IISProfile.pubxml`.

No other properties or configurations were modified.
