Added new localized strings for "Recently used recipients" and
"Skip" in German, English, and French resource files. Updated
the `CreateEnvelopeWizardPopup.razor` to enhance the "Add
Receiver" button with a primary render style and a new CSS
class. Introduced styles for the button in `sender-page.css`
to improve its appearance with a minimum width, bold font,
and box shadow.
Introduced a feature to display and apply recent receiver
suggestions in the `CreateEnvelopeWizardPopup` component.
Added a new section in step 2 to show recently used receivers,
with loading and state management logic. Updated the
`ReceiverService` to fetch suggestions from the backend API.

This method prioritizes envelope types with titles containing "Handwritten Signature" if available, improving alignment with user preferences. Updated `_selectedEnvelopeTypeId` initialization to use the new method for better maintainability.
