A new project `DigitalData.MessagingService.Client` has been added, targeting `net462` and `net8.0`. The project includes metadata for packaging and distribution, such as `PackageId`, `Authors`, `Version`, and more. The solution file `DigitalData.MessagingService.sln` has been updated to include the new project, with build configurations for `Debug|Any CPU` and `Release|Any CPU`. The project is nested under the `infrastructure` folder in the solution structure.
