docs: add project status tracking document

Current implementation status:
- ✅ Phase 1 Complete: Domain Layer (100%)
- 🚧 Phase 2 In Progress: Application Layer (5%)
- ❌ Phases 3-6 Pending

Detailed tracking:

- All pending repository interfaces, commands, queries
