GdPicture-Viewer: MouseWheelMode auf Scrollen geändert

Browse Source 
MouseWheelMode des GdPicture-Viewers standardmäßig auf VerticalScroll gesetzt (statt Zoom). Zuweisung im Code zentralisiert. Assembly-Version auf 2.7.1.0 erhöht. Neue Abhängigkeiten für Registry- und Security-Funktionalität hinzugefügt.
